The OSHA Flagger course is designed to introduce and certify participants to the Virginia Department of Transportation (VDOT) Flagger and Federal Occupational Safety and Health Administration (OSHA).

The Flagger Program encompasses Work Zone Traffic Control training principles. Traffic or Highway Flagger direct and control traffic flow in roadside construction zones, and are directly employable by the Department of Transportation and private construction companies paying $15 to $20 per hour.

The OSHA 10-Hour Construction Safety Training Course with concentration in Work Zone Safety component compliments the Flagger program, and encompasses a variety of health and safety workplace topics. All students who enroll and successfully complete this course will become familiarized with the standards and regulations that OSHA has set in place to make sure all employees function in a safe work environment. Topics will include and introduction to OSHA, emergency exit routes, material handling and more.

After completing OSHA Flagger II, students will be equipped with a basic understanding of the following:

  • VDOT Flagger certification: A laminated VDOT flagger certification card will be mailed to those who pass the course. A temporary completion certificate can be printed immediately.
  • OSHA 10 Construction Safety certification: Ability to recognize and take corrective action to address the following issues and hazards

No previous experience required.

Students will be assigned various homework assignments, assessments, and 1 final certification exam.

Electrical Safety – Focus 4

o        Overhead lines

o        Underground utilities

o        Other electrical exposures: jump starting a vehicle; swapping out batteries; TMA battery drain; cords, GFCI, inspection, tools, etc.

Ergonomics & Back Injury Prevention

o        Tools and Equipment handling, manual and powered – set up, care maintenance and safe use

Excavations and Trenching – Awareness Training Only
Confined Space – Awareness Training Only
Walking Standing Climbing Surfaces

o        Slip & fall prevention

o        All weather exposures

Fall Prevention and Protection – Awareness Training Only – Focus 4
Occupational Health & Life Saving Equipment

o        Hazard Communication/GHS Summary; SDS

o        Fire Safety & Prevention; fire chemistry

o        Extinguisher Use – PASS System

o        Effects of Heat stress; prevention and controls

o        Zika and disease avoidance- Hanta Virus, Noro Virus, etc.

o        Insect, reptile, poisonous vegetation

o        Dress code for safety

o        Seasonal safety issues; hypothermia; protective measures

Other applicable standards and guides

o        NIMS/TIMS courses for reference

o        Incident 1st responders; Debris Retrieval from roadway- Best Practice

o        Emergency Action Planning

o        Fuel spill controls and & basic Haz Mat exposures
